Phases of Transformation

The transformation strategy unfolds across three distinct phases, each carefully designed to build upon the previous.

Phase I: concentrates on Early Childhood Education, establishing strong foundations in civic values and ensuring equal access to quality education. This phase introduces free pre-K to Grade 12 education, emphasizing deep, retentive, and skills-oriented learning methodologies.

Phase II: introduces an innovative dual-pathway system after Junior Secondary School (JSS) 3. Students can choose between traditional Senior Secondary Schools for academic pursuits or Technical, Vocational, Entrepreneurial, and Science (TVES) High Schools for practical skill development. This approach draws inspiration from successful educational models implemented in South Korea, Taiwan, and Ghana.

Phase III: focuses on reforming tertiary education, bridging the gap between academia and industry through strategic partnerships with global institutions. This phase includes substantial infrastructure development and the modernization of existing educational facilities to meet international standards.

The Smart School initiative encompasses an ambitious plan to establish 260 SMART & GREEN Integrated school campuses strategically distributed across every political ward in Enugu State. This comprehensive coverage ensures equal access to quality education for all communities, effectively addressing geographical and socioeconomic barriers.

These state-of-the-art facilities are designed to accommodate students from pre-primary through junior secondary levels, creating an uninterrupted educational journey. The strategic placement directly addresses the concerning 48% dropout rate identified in UNESCO's 2019 study, making quality education accessible to every child in the state.

Curriculum Redesign and Teacher Training - Experiential Learning using CASE and PEARL models

The curriculum redesign initiative introduces innovative CASE (Context, Action, Service, and Evaluation) and PEARL (Practice, Experiential, Applied, Reflective Learning) models. These frameworks emphasize hands-on learning experiences and practical application of knowledge, moving beyond traditional theoretical approaches to education.

The initiative aims to recruit and train 19,500 – 25,480 BASIC teachers and 2,080 administrators over the next four years.
